Objectives/scope

Update and upgrade of the 2009 Rwanda WISDOM with 2020 projections for the elaboration of the Master Plan for the woodfuels supply of Rwanda.

Institutional settings

Activity carried out by AGRICONSULTING S.p.A, in the framework of the Programme d’Appui au Développement du Secteur Forestier PAREF -B2 (Belgian assistance), for the . Department of Forests and Natural Conservation (DFNC), Rwandan Natural Resources Authority (RNRA), Ministry of Natural Resources.

Scale/resolution

Raster cell resolution = 50 m (1 pixel = 0.25 ha)
Administrative = Sector 2006 (416 units) and Sector 2002 (1565 units). Districts (31) and Provinces (5).

Demand features

WISDOM Demand Module:
Update of population distribution model (ref. year 2009) with projections to 2020.
Design and implementation of urban household consumption and cookstove survey in Kigali and 4 main urban centres. Review of residential fuelwood, charcoal and LPG consumption parameters based on survey results and other recent references. Estimate of current and projected consumptions by schools and prisons, tea and brick making industries and by the commercial sector (restaurants and bakeries), based on the best available sources.
Value chains of charcoal and fuelwood traded in Kigali and in other main urban areas:
Analysis of costs and profit for charcoal and fuelwood value chain, including production, transportation, trading and retailing.
Profile of traders and business models.
Administrative requirement and taxation for harvesting, charcoal production and transportation.
Opportunities and threats regarding taxation strategy.
Socio-economic dimensions of fuelwood and charcoal production schemes.
Employment generated by the charcoal chain.

Supply features

Supply potential reviewed entirely using the new Forest Cover Map based on orthophoto coverage 2009.

Integration features

The supply/demand balance was estimated and mapped at pixel level in a local context of 2 km and by administrative unit (Sector, District). Several balances were produced, depending on the supply and demand variants considered. In addition, balance mapping was done considering that a fraction of the woody biomass in forest-poor rural areas be replaced by "margin" fuelwood from twigs and annual pruning of farm trees. Balance scenarios were developed for year 2009 and 2020, as basis of master plan formulation.

Woodshed/bio-shed analysis

The overall negative balance prevent the delineation of sustainable supply zones. At current conditions none of the major cities can have sustainable woodsheds.

Findings/conclusions

The analysis and projected scenarios served as basis for the elaboration of the Rwanda supply master plan. The conclusions included the detailed quantitative District-wise definition of interventions including : improved stoves dissemination; improved charcoal making; promotion of LPG, improved forest management; plantations establishment and agro-forestry activities.
